man/machinectl: fix pull-raw example

We do not allow machine names with "_", so the command would fail as written.
Share the example with the systemd-nspawn page instead.

man: substitute path to rc.local in the man page

Different systems use different paths for it and users are confused when the
man page has a path different than the one on the local system.

Rename _PATH variables to _DIR when they refer to a directory
...
We were very inconsistent in this, but in general _PATH signifies
a search path (separated with :), and _DIR signifies a single directory.

meson: add -Dmemory-accounting-default=true|false

This makes it easy to set the default for distributions and users which want to
default to off because they primarily use older kernels.

This is a bit bare-bones, but should work for now. Maybe in the future we'll
have a way to make meson generate it for us, without specifying all the names
by hand.
