Robert Scheck 5ac8b50d58 network, meson: allow statically linked build
Build option "link-networkd-shared" to build a statically linked
systemd-networkd by using

  -Dlink-udev-shared=false -Dlink-networkd-shared=false

on systems with full systemd stack except systemd-networkd, such
as RHEL/CentOS 8.

Susant Sahani 3295a461b3 network: introduce ifb (Intermediate Functional Block)
Intermediate Functional Block

The Intermediate Functional Block (ifb) pseudo network interface acts as a QoS concentrator for multiple different sources of traffic. Packets from or to other interfaces have to be redirected to it using the mirred action in order to be handled, regularly routed traffic will be dropped. This way, a single stack of qdiscs, classes and filters can be shared between multiple interfaces.

Here's a simple example to feed incoming traffic from multiple interfaces through a Stochastic Fairness Queue (sfq):

(3) # tc qdisc add dev ifb0 root sfq

Susant Sahani 9942b71089 network: tc introduce sfq - Stochastic Fairness Queueing
Stochastic Fairness Queueing is a classless queueing discipline.
SFQ does not shape traffic but only schedules the transmission of packets, based on 'flows'.
The goal is to ensure fairness so that each flow is able to send data in turn,
thus preventing any single flow from drowning out the rest.

Media Access Control Security (MACsec) is an 802.1AE IEEE
industry-standard security technology that provides secure
communication for all traffic on Ethernet links.
MACsec provides point-to-point security on Ethernet links between
directly connected nodes and is capable of identifying and preventing
most security threats, including denial of service, intrusion,
man-in-the-middle, masquerading, passive wiretapping, and playback attacks.

William A. Kennington III e4a71bf36f networkd: Static neighbor support
When using networkd we currently have no way of ensuring that static
neighbor entries are set when our link comes up. This change adds a new
section to the network definition that allows multiple static neighbors
to be set on a link.

This "netdevsim" as implied by the name is a tool for network developers and is a simulator.
This simulated networking device is used for testing various networking APIs and at this time
is particularly focused on testing hardware offloading related interfaces.

Zbigniew Jędrzejewski-Szmek 11a1589223 tree-wide: drop license boilerplate
Files which are installed as-is (any .service and other unit files, .conf
files, .policy files, etc), are left as is. My assumption is that SPDX
identifiers are not yet that well known, so it's better to retain the
extended header to avoid any doubt.

I also kept any copyright lines. We can probably remove them, but it'd nice to
obtain explicit acks from all involved authors before doing that.

Zbigniew Jędrzejewski-Szmek 0c06b50662 meson: rename libudev_internal to libudev_static and link into libudev
This reduces the meson man=false target count to 1281.

Previous version built fine on F27, but fails on F26 with the following error:

Susant Sahani d6df583c87 networkd: introduce vxcan netdev. (#7150)
Similar to the virtual ethernet driver veth, vxcan implements a
local CAN traffic tunnel between two virtual CAN network devices.
When creating a vxcan, two vxcan devices are created as pair
When one end receives the packet it appears on its pair and vice
versa. The vxcan can be used for cross namespace communication.

Zbigniew Jędrzejewski-Szmek 3a726fcd08 Add license headers and SPDX identifiers to meson.build files
So far I avoided adding license headers to meson files, but they are pretty
big and important and should carry license headers like everything else.
I added my own copyright, even though other people modified those files too.
But this is mostly symbolic, so I hope that's OK.

Routing Policy rule manipulates rules in the routing policy database control the
route selection algorithm.

This work supports to configure Rule

Zbigniew Jędrzejewski-Szmek 4b57a27200 meson: add -pthreads and more libs when -Dlink-udev-shared=false (#6159)
Three binaries would fail to link when ld.bfd was used and link-udev-shared was
false. Add -pthreads (again) to the failing binaries and synchronize the
dependency list between libsystemd-shared .a and .so versions.
Apart from allowing the build to succeed, this shouldn't have much effect becuase
systemd-networkd was already using pthreads.

Fixes #5828.

Zbigniew Jędrzejewski-Szmek 2c201c2140 meson: use booleans for conf.set and drop unecessary conditionals
Using conf.set() with a boolean argument does the right thing:
either #ifdef or #undef. This means that conf.set can be used unconditionally.

Previously I used '1' as the placeholder value, and that needs to be changed to
'true' for consistency (under meson 1 cannot be used in boolean context). All
checks need to be adjusted.
