string-util: add strlen_ptr() helper
strlen_ptr() is to strlen() what streq_ptr() is to streq(): i.e. it
handles NULL strings in a smart way.

tree-wide: remove Emacs lines from all files
This should be handled fine now by .dir-locals.el, so need to carry that
stuff in every file.
