Tweak merged .abilist file format to merge duplicate symbols in
	different sets into multi-version stanzas with new "| SET regexp..."
	header continuation lines.
	* scripts/merge-abilist.awk: Rewritten for new format.
	* scripts/extract-abilist.awk: Likewise.
