hurd: Add WSTOPPED/WCONTINUED/WEXITED/WNOWAIT support [BZ #23091]

The new __proc_waitid RPC now expects WEXITED to be passed, allowing to
properly implement waitid, and thus define the missing W* macros
(according to FreeBSD values).
