file on [!RTLD_STAT64].

	(__fdopen): Use INTUSE.
	* sysdeps/mach/hurd/tmpfile64.c: New file, empty placeholder.

	* sysdeps/generic/tmpfile.c (GEN_THIS): New macro, define to __GT_FILE
