* libio/Makefile (tests): Add tst-getwc and tst_putwc.
	(CFLAGS-tst_putwc.c): New definition.
	* libio/tst_getwc.c: New file.
	* libio/tst_getwc.input: New file.
	* libio/tst_putwc.c: New file.
