	* sysdeps/powerpc/powerpc32/Makefile (CFLAGS-initfini.s):
	Use +=, not =, to append.  Remove duplicate flags.
	* sysdeps/powerpc/powerpc64/Makefile (CFLAGS-initfini.s):
	Likewise.  Fix comments.
