	* stdlib/strtod_l.c (STRNCASECMP): Always use C locale object.
	(TOLOWER_C): Define.  Use it when recognizing inf and nan.
	* stdlib/Makefile (tests): Add bug-strtod2.
	* stdlib/bug-strtod2.c: New file.
