Details
Binary cache pull scheduler: introduce component 
Introducing a new binary cache pull scheduler component in charge of
regularly checking what's in the binary caches.

For now, we're just making sure we can reach the remote binary cache. We
introduce the result of this check in the temporary session data, ie.
this is not persisted in the database.
